Indec’s project management capabilities in brownfield rail projects, including signalling and rail systems, along with our knowledge of the Victorian rail operators, is facilitating an efficient transition of supported projects from Planning and Development to Delivery stage.

The Bendigo and Echuca Line Upgrade is a project for implementation of a pilot Electronic Train Order system in Victoria, coupled with train detection upgrades at existing level crossings, to enable faster and more frequent services to Echuca and more services for Epsom and Eaglehawk.
Indec provided specialist support to assist with the development and planning of frameworks to finalise the optioneering of the Bendigo and Echuca Line Upgrade project, including concept plans, techno-commercial reviews, executive reports, project planning, programming, stakeholder management, change management, and obtaining approvals.
Indec assisted Rail Projects Victoria to establish a project baseline, finalise the project delivery strategy, oversee the contract award process, and define additional scope elements against the additional funding allocated to the project.
The project has a complex delivery strategy involving multiple Victorian transport sector partners and delivery agencies. Active measures were taken to provide continual focus and improvement of the control and integration of the complex technical and commercial interfaces between the multiple Victorian transport sector partners involved in the project.
