In 2014 the Indec team (comprising Indec, Arup, and other specialist consultants) was engaged by the Victorian Department of Education and Training to provide Technical Advisory Services for the $291m New Schools PPP transaction.

The New Schools Public–Private Partnership (PPP) Project will see 15 high-priority new government schools delivered across 12 sites in a number of Victoria’s fastest growing metropolitan and regional communities. The project scope includes mainstream P-6, P-9 and P-12 schools, a Special School and a Special Developmental School.

Initially, the Indec led Technical Advisor team were responsible for leading the drafting of the Functional Brief, Technical Specification and FF&E Specification elements of the Output Specification.  The commission included consideration of lessons learnt from similar projects, post-occupancy evaluations of relevant schools, and consultation with stakeholders. The Technical Advisor team has been retained by DET to provide ongoing technical advisory services as the transaction moves through its phases, which have included EOI, RFT, evaluation of RFT submissions and selection of the preferred bidder, interactive design phase and the successful delivery of the first tranche of 9 schools across 8 sites.

One of the strengths of our Technical Advisory team is the level of experience that senior personnel have had in the definition and delivery of PPP transactions. This is the second Victorian Schools PPP transaction that Indec has been involved in.

Importantly, Indec understands DET’s requirement that this project delivers improvement in process and outcomes. Leveraging input from lessons learnt in previous projects, Indec was focused on delivering a new generation of learning environments for Victorian students. These new schools are designed to a functional brief that delivers student-focused learning through stimulating and varied learning environments enabled by interactive learning technologies, and with school sites that provide external learning areas, play spaces and organised sports areas.

The New Schools PPP Project comprises the design, construction and ongoing facilities management of 15 new schools across 12 sites delivered in two tranches: Tranche 1, 9 schools across 8 sites in 2017 and Tranche 2, 6 schools across 4 sites in 2018. The Victorian Government has contracted with Learning Communities Victoria (LCV) – a consortium that includes sponsor Amber, builder Watpac Constructions, architects ClarkeHopkinsClarke and facilities manager Spotless – as its private-sector partner to finance, design, construct and maintain the new school facilities. LCV has successfully delivered the first tranche of schools, with the following schools opening in January 2017:

  • Harvest Home Primary School (Epping North)
  • Wilandra Rise Primary School (Clyde North)
  • Mernda Central P-12 College
  • Mernda Park Primary School
  • Tulliallan Primary School (Cranbourne North)
  • Barton Primary School (Cranbourne North)
  • John Henry Primary School (Pakenham)
  • Featherbrook P-9 College (Point Cook)

Tranche 2 schools are under construction for completion in January 2018 at:

  • Armstrong Creek Education Precinct – including integrated Primary and Special School
  • Bannockburn Prep-12
  • North Geelong Special Development School (Prep-12)
  • Torquay North Primary School
